The Association of Southeast Asian Nations (ASEAN) has taken an important step to standardize its vision for artificial intelligence (AI) governance across the region. The "ASEAN Guide on AI Governance and Ethics" is a joint effort to standardize the principles and guidelines that member countries should follow in the development, implementation and responsible use of this new technology.

The guide provides a regional framework that ensures interoperability of regional policies and outlines national and regional recommendations to strengthen AI governance, promote innovation and protect citizens' rights

Recommendations

The guide calls on all ASEAN member countries — Myanmar, Brunei, Cambodia, the Philippines, Indonesia, Laos, Malaysia, Singapore, Thailand and Vietnam — to increase their investment in research and development (R&D) of AI technologies. Investment in R&D is crucial for the development of innovative solutions that meet local needs. National authorities should also set up special AI governance committees to monitor ethical development and minimize risks.

Furthermore, the guide encourages countries to create an ecosystem that supports AI innovation by fostering collaboration between the public, private and academic sectors. In this way, knowledge, technology and data can be shared more efficiently, promoting a collaborative approach to solving common challenges.

In terms of regional recommendations, the guide calls for a regional task force to oversee the implementation of AI governance across the ASEAN region. This task force will play a critical role in reviewing policies, harmonizing regulations and promoting best practices among member countries.

It will also facilitate the sharing of knowledge and data between nations, provide a space for the exchange of experiences and promote a common approach to addressing ethical, social and economic challenges.

This initiative reflects the growing understanding that AI governance cannot only be addressed at a national level. AI technologies have a global impact on the economy, society and politics, which is why regional and supranational cooperation is essential.

With this guide, ASEAN aligns its vision towards a more ethical and responsible AI and recognizes the importance of continuous innovation and sustainable economic growth. Balancing governance and development remains a challenge, but with a collaborative approach, ASEAN can position itself as a leader in responsible AI management.
